Glimmerings of the new healthcare plan?

While nothing is set in stone now, it looks like there are rumbling about a new healthcare plan to be pushed through Congress.  Sen. Max Baucus (D-MT) is said to be the point man on the issue and it's pretty much Hillary's plan.  

Here's the description from the NYT's "The Caucus":

Senator Max Baucus, the chairman of the Finance Committee, will unveil a detailed blueprint on Wednesday to guarantee health insurance for all Americans by facilitating sales of private insurance, expanding Medicaid and Medicare, and requiring most employers to provide or pay for health benefits.

The plan proposed by Mr. Baucus, Democrat of Montana, would eventually require everyone to have health insurance coverage, with federal subsidies for those who could not otherwise afford it.

Here's the reaction from President-Elect Obama (via Politico's Ben Smith):

President-elect Obama applauds Chairman Baucus's work to draw attention to the challenges of the health system and looks forward to working closely with the Chairman and other Congressional leaders, as well as the American public, to make quality, affordable health care a reality for all Americans.

And here's Paul Krugman's take on it:

You can view the whole chorus about how we're still a "center-right nation" as an attempt by the usual suspects to scare Democrats into scaling back their ambitions.

But now Max Baucus -- Max Baucus! -- is leading the charge on a health care plan that, at least at first read, is more like Hillary Clinton's than Barack Obama's; that is, it looks like an attempt at full universality. (The word I hear, by the way, is that Obama's opposition to mandates was tactical politics, not conviction -- so he may well be prepared to do the right thing now that the election is won.)

So this looks very good for the reformers. There's now a reasonable chance that universal health care will be enacted next year!

It looks like Healthcare is going to stay on the table, despite the staggering economy and the other pressing demands.  On top of that, it's the one of the most progressive plans being pushed by one of the most centrist Democratic Senators.  As Democrats, we've got a lot reasons to celebrate and this is one of them.

I am all about Universal Health Care, so thanks for posting this. (But it's sorta funny that you criticize the GOP for "infighting" since you seem to thrive on it a bit yourself.)

That may be true, I can be kind of sensitive, but it's probably also true for a lot of us.  The most contentious, divisive diaries  tend to get a lot more comments than those that bring us together.

This is great news. I never fully understood why HRC's plan was better but I was confident that Obama could be easily won over if it was.

ALL I WANT IS ONE THING: A provision that says health insurers can't cancel you or raise your rates, or not accept you in the first place based on pre-existing or suspected pre-existing conditions. I've never had a major disease or been hospitalized, have low cholesterol, etc. etc. and I still can't get insurance!

So if I can just get insurance for any kind of affordable rate I'll be thrilled ... BUT ... here's my fear. As long as we have companies trying to make a profit supplying insurance, how can they stay in business if they have to offer insurance to a person whom they know is going to have hundreds of thousands of dollars of medical bills?

I mean ... let's take Dick Cheney - if you had a company trying to turn a profit - would you want to offer him an affordable health plan? I mean ... he could single handedly bankrupt you. That's why I think it will never really work until you remove the capitalists and just have the government pay for healthcare for all.

That said - just give me a freaking policy and I'll stop complaining.

Insurers can cover the Dick Cheney's of this world, but they need to to have plenty of healthy people in the coverage pool to spread the risk. And they could even be profitable if they would stop wasting 30% of premiums on administration and inflated salaries for executives. They could learn a thing or two from Medicare. (Or perhaps they can be put out of business by Medicare-for-all. Either way, we win.)

We hate the concept of Big insurance.  Putting all the people working in that industry out of work will hurt our economy.

I don't want to put them out of work. I want them to learn how to run their businesses efficiently, and stop gouging the American public to pay exhorbitant executive salaries. If they can't compete with Medicare-for-All, there will be plenty of jobs in the expanded Medicare program.

From the Caucus post, a description of the ideas getting pushed:

Mr. Baucus's 35,000-word plan would go further than Mr. Obama's in one respect, eventually requiring all people -- not just children -- to have coverage.

Insurers could no longer deny coverage to people who had been sick. Congress would also limit insurers' ability to charge higher premiums because of a person's age or prior illness.

To make insurance more affordable for those who buy coverage on their own, Mr. Baucus would offer tax credits to individuals and families with incomes at or below four times the poverty level ($70,400 for a family of three). Only 10 percent of the uninsured have incomes above that level, he said.

This is one step forward, but it is still a long way from single payer health care, and we will still be required to pay a dividend of about 20 percent to the health insurance and hospital corporations, perhaps more. And we are likely to still be gauged by high drug prices.

  1. Its an OK system, but there are flaws to it.
  2. I see us migrating to a system like the French have which is usually near the top (1,2 or 3) in Healthcare quality in the world.

it's the human infrastructure, a healthy mobil work force, schools that educate future citizens and workers, if we  neglect citizens there will be no one to buy the crap that our economy floats on.  

Barack was against mandates in the primary, but he also said that he'd be open to something else if it were clear that mandates will be necessary for the plan to work.

Baucus' plan (it's not really legislation stage yet) is really welcome. It certainly reflects the overwhelming voice of voters who made it clear that this is a huge priority. We are going to have an incredible health care access system very soon. A good plan will actually create savings, better care, and access for everyone based on economic status. We would see a very fast return on the initial investment. Power will not wield easily, however, so we must ensure that we are all willing to sustain a long term committment to preventing the insurance industry from turning this into another Medicare Part D type of deal. Insurance companies are already hacking away at what gets covered and raising premiums and deductibles and co-pays so severely that there will probably me a whole lot more people uninsured by the start of next year. There has to be a lame duck session of Congress just to start the discussion of this and highlight what insurance companies are doing now.

I'm actually getting irritated how much attention the media and others are paying to Republicans and Conservatives. So they need to somehow regroup or reform. Whatever. Most people are living in the right now and want this done, now.

To be Honest, I don't like mandates and this could prove really divisive (between left and right) and dishonest (remember Obama in the third debate talking to camera about his health care plan?) ultimately I think Obama will "covertly" oppose it and push through the plan he promised for 12 months over the campaign trail. I trust his judgment either way though.

If Universal Healthcare... GOOD HEALTHCARE, mind you, passes in 2009, I will cry.   It will be a fantastic day.

MY FEAR THOUGH... Healthcare is required but the only required amount is the shitty High Deductible healthcare... Mine right now has a $3000 deductible before they will pay 1 dime toward it (Small Business of 15 employees).... That means prescriptions, doctor's visits, etc.  Its basically an IN CASE SHIT HAPPENS.   Its ridiculous.    THank GOD Walmart has all of my medication so I can get the $10 90 day generics (of course some of the other stuff like Ambien that I take when I can't sleep I can't get right now) or I'd be screwed.

Small business owner that can only purchase high-decuctible insurance stand to benefit the most from a mandated, universal program with guaranteed coverage and a cap on out of pocket expenses. Small business owners are completely at the mercy of the insurers and the health of their employees. They end up subsidizing the health care costs of the uninsured, while subsidizing the lifestyles of wealthy insurance executives. In the long run, a guaranteed, universal plan should benefit you greatly.
