Why didn't any of this stuff come out when he was running for Gov or Senate the first time?
That's exactly what I've been wondering. Surely, all of these revelations aren't simply the work of Webb's oppo. research?
There's a Jonathan Shurberg who has been speaking with the media. I believe, at this point, that they are "in a holding pattern" while the results are finalized. IIRC, they have three days until after the final count to file a legal challenge.
Linda Lamone and Mike Miller seem to be the more responsible players, along with Paula Hollinger.
Back this spring, the Maryland House passed (by a measure of 137-0) a bill which would have effectively gotten rid of Diebold machines in Maryland elections (unless they added a voter-verifiable paper trail).
But when the bill got to the Senate, it was shuffled from one committee to the next and ultimately butchered by Paula Hollinger after adding absurd amendments to the bill. Other procedural shenanigans took place but, suffice it to say, if Miller wanted this legislation to have been dealt with quickly he could have made it happen. The problem is he's too close to Lamone and would never do anything that would portray her decisions as having been questionable. As long as Miller and Lamone are in power, I doubt any substantial movement towards a paper trail will take place. Both will lobby too hard for the state senate to move into action. Their response to Ehrlich's demands pretty much make this clear.
She gave him a great run, though, and it shouldn't stop her from trying to make sure that the suspect aspects of the election are fully investigated. As long as she sticks to the facts, she'll be in a terrific position to unseat him in '08.
Also, only a small portion of the 12k provisionals in Montgomery County will be from MD-04. Prince George's County still hasn't counted their provisionals (I vaguely recall hearing there being around 6-8k) but they should provide Wynn with a sizeable net gain.
(A side note - the Maryland Elections Board website seems to have reset all of its primary vote totals. DB problems I guess.)
Edwards campaign officials said they will be filing an injunction that asks a court to take possession of voting machines from the Chillum area that were delivered to the election board Wednesday at about 5 p.m.
Jonathan Shurberg, a lawyer for Mrs. Edwards, said the machines still had memory cards inside of them and that nobody could account for their whereabouts between Tuesday and Wednesday. The votes from those machines increased Mr. Wynn's margin of victory substantially, Mr. Shurberg said.

And, I agree, it doesn't look very likely that Edwards will pull it off but she has given Wynn a serious (and somewhat unexpected) scare. Few of the predictions of this race had it nearly as competitve as it turned out to be. If she decides to run again in '08 with an earlier start, Wynn is toast.
Edwards also mentioned net neutrality in some of her media events. While it wasn't as central as Wynn's Iraq war vote, it was mentioned as part of Wynn's voting record in support of the telecomm., energy and banking industries.
This is a list of Wynn's disclosure reports dating back to '96. OpenSecrets says approximately 27% of all Wynn contributions aren't fully disclosed. The Congressional average in 2000 was 9%.
