FOX NEWS: FEC & FCC Regulation

[UPDATE #1] : Here are a couple of links: - the first draft of the proposed rule changes
- Redstate.org's full section devoted to FEC regulation
It appears that not just Faux News, but many many right wing outlets, including Rush Limbaugh, seem to come under the definition of "public communication".
Time to wage a major battle, it seems.
The same argument then can be applied to conclude that FOX NEWS is acting as a propaganda outlet for the GOP. And in this case, it can argued that their contribution amounts to 100s of millions, if not billions, worth of free advertisement for GOP candidates and agenda.
Given that to be the case, FOX NEWS' coverage and activities should also be brought under the umbrella of campaign finance laws, and regulated.
Furthermore, to obtain permits to operate as a news agency, there might well be some FCC regulations on political neutrality. If there are, then we should demand an FCC investigation as well.
If the political route doesn't work, there may well be legal channels to launch these cases.
Any thoughts?
