It's really like two different races with some overlapping strategies that would pay off for either race. BigDog outlines a good Primary strategy in his blog. 3 out of 5 of his strategic points would help in the General. Ignore the Republicans and Gilchrist in the Primary, but build strategies to beat any potential candidate in the General.
The biggest potential loser in this race is the Guvinator since he's staked alot of political capitol on endorsing a Republican in the Primary.
Brewer beating Campbell = No Ahnold in '06 especially if his Prop's go down big on Nov 8th. In fact, Brewer beating Campbell in the primary would also mean a McCain Mutiny and loss for the BushBots.
I'm wondering how the Nov 8th special election is going to play in terms of keeping bases mobilized. It's possible that people in CA-48 could go to the polls 3 times in 3 months.

BTW, I think the hardest opponent to beat in the General would be Brewer. She'd pull off some moderate woman, pro-choicers and keep the "fiscals" happy enough.
