Targeting Gaps in the Food Supply Chain: Going Beyond Agricultural Production to Achieve Food Security

Agricultural production is only the first step in moving the world’s food from farm to fork, according to Nourishing the Planet, a project of the Worldwatch Institute. The other links in the food chain—harvesting, packaging, storing, transporting, marketing, and selling—ensure that food actually reaches consumers. Inefficiencies in these activities, rather than just low yields or poor farming techniques, are often to blame for food shortages and low prices for growers.

With the United Nations projecting a global population of more than 9 billion by 2050, increasing food chain efficiency will become ever more essential. Producers and consumers must be part of a food chain that feeds the world, provides fair prices to farmers, and works in harmony with the environment. “When groups of small farmers better organize their means of production—whether ordering the right inputs at the right time or selling their crops directly to customers—they become more resilient to fluctuations in global food prices while also better serving local communities,” said Robert Engelman, Executive Director of Worldwatch.

In State of the World 2011, contributing author Samuel Fromartz uses the example of corn production in Zambia to illustrate how off-farm inefficiencies exacerbate food insecurity and poverty. Poor market access, unpredictable weather patterns, and insufficient infrastructure make small-scale agriculture a high-risk livelihood. Seasons of surplus corn production can be as detrimental as low-yielding ones. Large surpluses saturate local markets, and local farmers have no alternatives for selling their product. “Many do not have the luxury of picking when to sell or whom to sell to; they are desperate and need to sell to eat. So they take whatever price they can get,” writes Fromartz.

Research done by Nourishing the Planet staff has found innovations in sub-Saharan Africa and other locations around the globe that improve market access, enhance farmer-to-farmer communication, and harness simple information technology. These improvements in the food chain provide farmers with fair prices and also help increase food security by distributing food efficiently.

Nourishing the Planet recommends three ways that agriculture is helping to address gaps in the current food supply chain:

  • Coordinating farmers. In Uganda, the organization Technoserve works with farmers to improve market conditions for sales of bananas. Technoserve helps individuals form business groups that receive technical advice and enter into sales collectively. Coordinating business has decreased transaction costs and helped farmers market their crops and compete with larger producers more effectively. Over 20,000 farmers now participate in the project. Farmers in the United States are also banding together to increase sales efficiency and fair prices. The Chesapeake Bay regions’s FRESHFARM Markets act as an organizational umbrella under which area farmers can coordinate, market, and sell their products.
  • Increasing market transparency. In Nairobi, Kenya, the DrumNet project uses simple communication technology to provide farmers with real-time market information. Having access to market prices and sale-coordination opportunities allows farmers to receive fair prices for their crops. And the transparency increases overall sales transactions, meaning that less food goes to waste.
  • Using low-cost technology to boost efficiency. According to the UN, over 5 billion people on the planet now have a mobile phone subscription. As the cost of the technology drops, using the devices beyond personal communication makes sense. In Niger, farmers use mobile phones to access market information, an application that has reduced the fluctuation in regional grain prices by 20 percent and has helped ensure fair prices for producers and consumers. Similarly, the Grameen Foundation and Google have collaborated to develop Google Trader, an online bulletin board on which farmers and merchants can contact one another. The bulletin also includes applications such as “Farmer’s Friend” a tool that offers farmers information on weather, pests, and livestock management.

 

The "Kill the Gays" Bill is Back

Several weeks ago Sharon Kelly, my colleague at Human Rights First, warned that Uganda's notorious “Kill the Gays” might come back. Well, here it is:

The controversial Anti Homosexuality bill is one of several bills that Members of Parliament on the Legal and Parliamentary Affairs committee are set to debate when the House resumes business next week...

Public hearings are expected to be held on the bill and its author, MP David Bahati, reportedly "welcomed the development."

Uganda is one of 83 countries where homosexuality is criminalized. If the proposed bill were to pass, it would become the eighth country where it is punishable by death.

Makutano Junction Soap Opera

The last place most of us look to for useful information is television soap operas. But Makutano Junction, a Kenyan-produced soap opera set in the fictional town of the same name is not your average TV drama. Broadcast in Kenya, Uganda, Tanzania, and throughout English-speaking Africa on Digital Satellite Television (DSTV), Makutano Junction doesn't deal with the evil twins, amnesia, and dark family secrets typical of U.S. daytime dramas. Instead, the show's plot lines revolve around more grounded (although not necessarily less dramatic) subjects like access to health care and education, sustainable income-generation, and citizens' rights.

Funded by the U.K. Department for International Development, produced by the Mediae Trust, and broadcast by the Kenya Broadcast Corporation, the show was originally designed as a 13-part drama in 2004. But Makutano Junction was since developed into a six-season TV phenomenon, with over 7 million viewers in Kenya alone. Its website provides all the information one might expect from a television show site, including episode summaries and character profiles. It also features "extras" on themes from specific episodes and encourages viewers to text the producers for more information.

In Episode 8 of Season 6, which aired in 2008, the character Maspeedy gets into trouble for soaking seeds. Seed soaking works by essentially tricking the seed into thinking it has been planted, allowing it to soak up in one day as much water as it would in a week in the soil. This speeds up germination and significantly shortens the time between planting and growth, leading to a vegetable harvest in a quick amount of time.

But the other characters in the show are unfamiliar with this practice and, when they discover Maspeedy's project, have him thrown in jail because they are convinced that he is brewing alcohol illegally. After some plot twists and a little slapstick humor involving two trouble-making characters who attempt to drink the water in order to get drunk, the truth comes to light and Maspeedy is released from jail. He then teaches the rest of the town the simple technique of soaking seeds to speed plant-growth time.

After the episode aired in May 2008, thousands of viewers sent texts to Mediae  requesting more information about seed-soaking techniques. These viewers were sent a pamphlet with detailed instructions on how to soak their own seeds. Follow-up calls- which were part of a study to test the effectiveness of the show's messaging- revealed that 95 percent of those who had texted for more information had found the pamphlets helpful. And 57 percent had tried out seed soaking even before the pamphlet arrived, just based on the information provided on the show. Ninety-four percent said that they had shared the information with up to five other people.

By peppering the drama-infused lives of its characters with demonstrations of agricultural practices, trips to the doctor for tuberculosis tests, and Kenyan history, Makutano Junction serves to both entertain and provide reliable information for families throughout sub-Saharan Africa. This is soap opera drama that people can actually relate to-and learn from.

It’s All About the Process

Zambian grocery stores are filled with processed foods from around the world, from crackers made in Argentina and soy milk from China to popular U.S. breakfast cereals. In addition to these foreign foods, however, are also variety of locally made and processed products, including indigenous varieties of organic rice, all-natural peanut butter and honey from the It's Wild brand.

It's Wild was started by the Community Markets for Conservation (COMACO) over 30 years ago to preserve and protect wildlife. But the organization soon learned that in order to protect wildlife, it would need to address the lack of income sources for local communities that were sometimes forced to resort to poaching elephants or other wildlife in order to earn enough to feed their families.

To do this, COMACO organizes farmers into producer groups, encouraging them to diversify their skills by raising livestock and bees, growing organic rice, using improved irrigation and fisheries management and other practices. The organization supports the creation of regional processing centers and trading depots to make it easier for farmers to process and transport their crops. Their products are then sold under the It's Wild brand in supermarket chains in Zambia, such as ShopRite, Checkers and Spar. And the organization tries to do as much of the product distribution as possible so that the money stays with the farmers, not middlemen, improving local livelihoods and preserving local wildlife. And all across sub-Saharan Africa, other organizations are providing farmers with the processing skills and materials they need to improve their incomes and support their families-and that can produce unexpected benefits, including wildlife, reducing food-born health risks, and improving access to education.

In Kenya, the Mazingira Institute  is working to create awareness about climate change, human rights, and urban agriculture. And they're also training communities to learn better skills to increase income generation and well-being-including training in how to process foods to preserve them longer and make them more appealing to consumers.

Mazingira, for example, helped Esther Mjoki Maifa, an entrepreneur in Nairobi, capitalize on a growing interest among Kenyans for natural healthy products by training her to process groundnuts without any preserves or chemicals. It takes her about one day to produce 50 kilograms of groundnuts and she sells jars from 200-300 shillings each. Eventually, Ms. Maifa is hoping to make enough money from her products to purchase her own nut grinding machine.  (See also: Mazingira Institute and NESALF: Training a New Breed of Farmers)

In Kenya, Uganda, and Rwanda, the East Africa Dairy Development (EADD) project is helping livestock farmers to improve the processing and preservation of milk in order to produce better tasting and longer lasting dairy products which are also safer for the consumer. EADD encourages farmers to join cooperatives (See Innovation of the Week: Farmers Groups and Cooperatives), giving them access to group owned and run refrigerated milk collection centers, significantly reducing the financial burden of the process. The milk is then transported to a milk processing facility and sent to market where the processed milk will receive a higher price than unpasteurized milk. It also stays good longer and reduces the risk of food borne illness. (See also: Improving Incomes with Milk Processing)

In Cameroon, Côte d'Ivoire, Ghana, Liberia and Nigeria, the World Cocoa Foundation is providing cocoa farmers with hands-on training on production, pest and disease management and post-harvest techniques. The region accounts for nearly 70 percent of the world's cocoa production, 90 percent of which is grown on nearly 2 million small family farms. Almost 16 million people depend on this crop as their main source of income and being able to properly process cocoa can make a big difference in income for a family. One farmer in Côte d'Ivoire, Ekra Marceline, was able to more than quadruple  her cocoa harvest after receiving training from a Farmer Field School supported by WCF. She was able to build a solar dryer to produce higher quality beans and the additional income she earns enabled her to send her children to school and build a new home for her family. In the Fight Against the Spread of HIV/AIDS, There is no Silver Bullet

In the fight against the spread of HIV/AIDS, there is no silver bullet.

And as we travel throughout sub-Saharan Africa we are seeing dozens of innovative ways that organizations, governments, and individuals are working to fight the disease.

One of the organizations that stands out, thanks to their variety of innovative strategies and approaches to combating the spread of the disease, is the Solidarity Center , an AFL-CIO affiliated non-profit organization that assists workers around the world who are struggling to build democratic and independent trade unions.

We want to share with you three different ways they are making an impact on the ground as we visit projects across the continent.

1) Changing Behavior with Worksite Education and Testing

Johnson Matthey in Germiston , South Africa , just outside of Johannesburg , sees 600 workers pass through its doors every day, heading to work on an assembly lines to make catalytic converters that are inserted in cars to reduce pollution, complying with South Africa 's auto environmental emissions standards.

As we arrived there last January, Percy Nhlapo, a trainer with the Solidarity Center , was leading a discussion with a group of workers, correcting misconceptions about contracting HIV and urging participants to get tested. The Solidarity Center is working in partnership with the National Union of Metal Workers of South Africa (NUMSA), an industrial affiliate of the country's largest union federation, the Congress of South African Trade Unions (COSATU), to provide free HIV/AIDS education and HIV counseling and testing to several thousand manufacturing workers a year (literally going from plant to plant providing trainings).

Following the HIV/AIDS education session, more than 200 workers voluntarily agreed to be tested. At the testing area, we spoke with registered nurse Dorothy Majola, who said that before workers are tested they are given private counseling, and then she administers two separate tests - both with 99.99 percent accuracy - to ensure correct results.

Within ten minutes of being tested, workers receive their results. The companies work in coordination with NUMSA and the Solidarity Center , agreeing to host the HIV/AIDS outreach, allowing workers to attend and get tested at the beginning and end of their work shifts. Before each outreach, shop stewards mobilize their co-workers to participate in the HIV/AIDS activities at their workplace.

2) Curbing the Spread of AIDS Along Transportation Routes

When we arrived at the HIV/AIDS Resource Center in Katuna , Uganda , about 20 long-haul truck drivers were sitting on chairs  and intently watching a match between Manchester United and Chelsea on a small television while they waited for their vehicles to be cleared by customs before entering Rwanda .

But just eight months ago, instead of television, billiards, and camaraderie among workers, the easiest diversion for truckers was sex. Katuna is one of many towns along what is known as the Northern Transport Corridor-a span of highway that stretches from Mombasa , Kenya through Uganda , Rwanda , Burundi , Democratic Republic of the Congo, Sudan and all the way to Djibouti .

In the past, the truckers were often delayed for days on the border, giving them little to do. Boredom--and drinking--often led to unsafe sex with commercial sex workers at the truck stops along the highway. As a result, truck drivers have one of the highest rates of HIV/AIDS in Eastern Africa . Unfortunately, the virus doesn't stop with them, and is often spread to their spouses.

Now, thanks to the work of the Solidarity Center and Uganda 's Amalgamated Transport and General Workers Union (ATGWU), the amount of time truckers spend on the border has been reduced from days to just hours. The union has worked with the government to reduce the amount of time it takes their paperwork to go through, which reduced the amount of free time they have on the border.  When they don't have as much free time waiting for clearance, they're not as likely to engage in unsafe sex.

Additionally, the Katuna resource center, like many others dotted along the transport corridor, offers HIV/AIDS education, and free testing to truck drivers and local community members (directly impacting more than 150,000 workers so far). The Solidarity Center has similar programs in Kenya , Tanzania , Rwanda and Burundi .

3) Helping Orphans who Lost Their Parents to AIDS, by Putting Them Through School

Outside of Harare, Zimbabwe, we visited an orphanage for children whose parents died of AIDS-related illnesses that the Solidarity Center 's partner, the Zimbabwe Chamber of Informal Economy Associations (ZCIEA), an associate of the Zimbabwe Congress of Trade Unions (ZCTU), is helping to support.

In addition to providing HIV/AIDS education and HIV counseling and testing to workers, ZCIEA is also providing a way to immediately help the children of parents who've died from the disease.

As we arrived, a hundred children were singing, clapping, and rushing to offer us hugs and high fives. The orphanage provides them not only with a place to learn and go to school, but also gives them a family in a nurturing environment. More than providing meals and a roof, the orphanage is built around the community, and the children are well-supported.

The teachers and caretakers who work there are mostly volunteers from local communities and you can see that they share a deep commitment and passion for the future of these kids. None of this would be possible without the support and efforts of the Zimbabwean labor movement in providing funding and helping to secure outside funding through grants.
