Roland Burris Changes His Story Again

After submitting a "revised" affidavit earlier this month to clarify what he had said in his testimony in front of the IL House Impeachment Committee in early January, Roland Burris has now offered further clarification that once again seems to contradict previous statements. After asserting that he had refused to engage in any fundraising activities on behalf of then Governor Blagojevich during the time when he was seeking the Senate seat, Burris now admits to having tried to raise money for Blago at his brother's behest.

U.S. Sen. Roland Burris has acknowledged he sought to raise campaign funds for then-Gov. Rod Blagojevich at the request of the governor's brother at the same time he was making a pitch to be appointed to the Senate seat previously held by President Barack Obama.

Burris' latest comments in Peoria Monday night were the first time he has publicly said he was actively trying to raise money for Blagojevich. Previously Burris has left the impression that he always balked at the issue of raising money for the governor because of his interest in the Senate appointment.

In comments to reporters after appearing at a Democratic dinner, the senator several times contradicted his latest under-oath affidavit that he quietly filed with the Illinois House impeachment panel earlier this month.

The extent to which this is mere haplessness versus malicious intent to deceive isn't actually entirely clear since Burris's handling of this matter has been so monumentally incompetent. But that may ultimately be irrelevant. As I wrote on Sunday, Burris's public relations meltdown at the very least gives Dick Durbin cover to pursue a challenger to Burris in 2010. In fact, at this rate, if Burris even makes it to 2010, he may feel ample pressure to withdraw from running for the seat at all. One sign that the pressure is beginning to mount is that it's not just the Illinois Republicans calling for action.

Illinois House Speaker Michael J. Madigan today referred several documents associated with U.S. Senator Roland Burris and his testimony last month before the Illinois House Special Investigative Committee to Sangamon County States Attorney John Schmidt.

No doubt, one winner in all of this is Russ Feingold whose constitutional amendment requiring special elections to fill vacant Senate seats makes more and more sense every day.

I think he should be expelled from the Senate.  The only possible ethical justification the Senate had for accepting his appointment was that he himself was clean (and in particular that he didn't "pay to play").  Now that we know that he not only lied about the matter, but actually did try to pay to play, there is no justification for his taking the seat.

It shouldn't affect the Democratic majority at all, because the day he is expelled then Pat Quinn can appoint another Democrat.

There will be calls to pick the next U.S. Senator by special election.

People can call for whatever they want, but Pat Quinn has the constitutional authority to pick the next U.S. Senator, if there's a vacancy.

Quinn has called for resolving Senate vacancies by special election, IIRC.

So if the legislature passes a bill he either will sign it and there will be a special or he won't sign it and look like an ass.

I suppose a bill that allows the gov to appoint in the interim would be a reasonable compromise.

I've read all the source documents, and while the testimony and omissions are extremely sketchy, there is still no evidence that he tried to pay to play or was even invited to.

To prove that allegation, you'd have to know more than we do about who else Blagojevich's brother solicited for donations at that time, and whether Blagojevich's brother even knew Burris was interested in the Senate seat.

I suspect the Senate will do nothing at all until Illinois makes the first move.  There's some wiggle room for Burris to argue that there were no explicit lies, only unfortunate omissions that were surely inadvertent, blah blah blah.

The Senate Democrats, in my opinion, made a serious mistake by failing to conduct their own investigation of the Burris appointment before giving in and agreeing to seat him.  Maybe none of this would have turned up in the investigation, but then they'd be in a position to say "hey, you misled us, now there will be consequences."  Instead they're basically left in no position to complain about anything, unless and until someone from Illinois takes action.

As embarrassing as this week's revelations are, I would be shocked at this point if he gets expelled, unless yet another shoe drops.

Agreed, he is there unless something more dramatic

comes out, the Senate will do nothing.

But, essentially, he is just clicking away the time, he is persona non grata at this point.

2010, even if he thinks he is going to run for re-election, they will throw a blanket over that idea.

The Senate did blow it, but I also think there was a lot of pressure from the congressional black caucus and some of those hot-heads down there really overstepped their bounds.

Blago KNEW he was sending a racial grenade down the pipe, and to a large extent, the Senators backed off because of it.

This was inevitable.  There's probably more bad stuff to come.

Burris was comical in his lust to be a Senator. Isn't it time Illinois at least attempted to clean up its act?
