TX-23: San Antonio Weekend Early Vote Good for Ciro

LA-02 and FL-13 are not the only elections stll going on right now--Chris

Unknown to some, Bexar County, home to potentially 70% of the TX-23 Congressional Runoff vote, held 2 days of weekend early voting after LULAC won a federal lawsuit (pdf) against Republican Gov. Rick Perry. I've compiled the returns to date below, dividing the sites by where each candidate is suspected to be strongest. A map of these sites in the order listed is here for a visual representation- Democrat Ciro Rodriguez's stronghold being the South Side of San Antonio (marked with *s).

This is very good news as many of the south side precincts, Ciro's base for over a decade, are up to 95% Hispanic and equally as Democratic but historically low in turnout. The fact that the southern sites are doing this well in the primary battleground county is a welcome surprise.

Are those numbers the total number of votes cast? If so, how is a 600 vote lead good news for Rodriguez? There'll be many more than 3,000 votes cast on election day.

This seat is "easy to defend?"

Not trying to be a wise guy here, but how could this seat possibly be "easy to defend" in '08 if it's now held by a Republican, who polled 48% in November?  Isn't this likely to be a battleground district (regardless of the candidates) at least until the next Texas Chainsaw Redistricting?  Plus, haven't the DCCC/DNC essentially taken over this race because Ciro Rodriguez is such a poor campaigner?  Even if he wins now, he can't count on that level of support (in people, time, and money) in November '08.

Bonilla had the advantage of incumbency and the lack of a well-financed challenger.  He has a pretty deep warchest and solid name recognition, yet was only able to muster 48% of the vote without a coordinated effort from the Democrats.  Plus, the DCCC stayed out of the race.  

The district is trending Democrat.  There is a substantial percentage of Hispanics in the area, and the Texas GOP is alienating many voters with some of the legislation they're trying to get passed over in Austin.  It will be expensive to defend in 2008, but should remain safe Democratic following that.

Question

I'm a little confused about this race.  Rodriguez unfortunately lost in his primary rematch against Cuellar.  Is he now running in a different Congressional district?  What have I missed?

Yes. A federal court redrew five districts in Texas this August, after the Supreme Court ruled in LULAC v. Perry that District 23 (Bonilla's district) was a violation of the Voting Rights Act in that it severely diluted Hispanic strength. The new District 23 includes Rodriguez's home, hence why he chose to run there. Cuellar is in a new District 28 with a unified Laredo base and almost none of San Antonio.

Don't forget...

...a recount is in progress in OH-15 because the final margin is less than 0.5%.  Republican Deborah Pryce leads Democrat Mary Jo Kilroy by 1,055 votes out of more than 220,000 cast.
